Request for info on standards / certification of communications interoperability

Anyone who has knowledge of this subject, please respond.

I am collecting research for my graduate degree from GP participants on government or other standards that exist for communications interoperability, certifications of meeting those standards, and organizations that evaluate and issue those certifications. What national interoperability standards are industry attempting to meet? Who is creating and certifying these standards? What certifications do response organization purchasers look for to ensure systems are interoperable and meet criteria for federal funding / grants?

Common Operating Picture - Golden Phoenix - TIES - Integration

We are assembling a tabbed COP that will show Golden Phoenix events as they happen, San Diego situational awareness, world events happening in parallel to GP.  Maps, alerts, RSS, images  and other feeds will be able to be integrated, and we can absorb Common Alerting Protocol Alerts as well.  The goal will be a comprehensive view of all activities happening, along with live links to video feeds and participants websites.
